Commencement of the provision of full-text data on the J-PlatPat for Japanese patent documents published in and before 1992

On February 29, 2016, the Japan Patent Office (JPO) commenced the provision of full-text data on the J-PlatPat for some of the Japanese patent documents published in and before 1992. This service makes it possible to access the full-text data for the Japanese patent documents cited in the Notification of Reasons for Refusal etc. on the J-PlatPat by specifying a document number. It is expected that this service improves convenience of general users such as applicants in foreign countries as well as examiners in foreign IP offices.

1. Provision of full-text data for Japanese patent documents

From February 29, 2016, full-text data created by OCR*1 etc. is gradually provided on the J-PlatPat for the Japanese patent documents published in and before 1992.

In addition, when the Japanese patent documents published in and before 1992 are cited in the Notification of Reasons for Refusal etc. established by examiners/appeal examiners in the Japan Patent Office (JPO) on and after January 1, 2016, the full-text data of the above documents is created by human and gradually made available on the J-PlatPat.

This service allows users in foreign countries to access the full-text data of the above documents, which could not be conventionally available, on the J-PlatPat by specifying a document number.

Furthermore, this service makes it easier for users such as applicants in foreign countries as well as examiners in foreign IP offices to refer to the Japanese patent documents cited in the Notification of Reasons for Refusal etc. established by the JPO examiners/appeal examiners through the English machine-translation of the human-created full-text data for the above documents.

2. Japanese patent documents to be provided with human-created full-text data

In principal, the human-created full-text data will be prepared and made available on the J-PlatPat for the Japanese patent documents (see (1) below) published in and before 1992 when they are cited in the Notification of Reasons for Refusal etc. (see (2) below) which are established by the JPO examiners/appeal examiners on and after January 1, 2016*2.

Please note that it takes approximately 7 or 8 weeks from the drafting date of the Notification of Reasons for Refusal etc. before the human-created full-text data of the above documents is made available based on the operation scheme (see the figure*3 below).
