INTRODUCTION

Mr. Hisamitsu Arai, the Commissoner of the Japanese Patent Office (JPO), was invited to make a
lecture on the occasion of the WIPO International Forum in Daeduk, the Republic of Korea, commemorating the 10th anniversary of the International
Intellectual Property Training Institute (IIPTI) of the Korean Industrial Property Office (KIPO).

In the lecture titled "IPR Protection in the 21st Century," he proposed eight recommendations
to cope with new circumstances which face the IPR system towards the twenty-first century.
