The first point is establishment of IP and technical information data base, and education and dissemination of IP system to the public. They will lead to both support of R&D and encouragement of inventions, [No.21]
The second point is enhancement of examination staff, improvement of examination standards, and effective operation of IP offices. They will guarantee speedy granting of patent rights, and [No.22]
The third point is improvement of IP management and enhancement of enforcement. They will lead to effective use of IP rights. [No.23]
