Meeting of IP5 Deputy Heads of Office was Held

On March 19th to 20th, 2015, the Meeting of IP5 Deputy Heads of Office was held in Beijing, China. Mr. Kihara, Deputy Commissioner of the Japan Patent Office (JPO) attended the Meeting. The purpose of the Meeting of IP5 Deputy Heads of Office is to review the results of the discussions among the working-level officials on a variety of initiatives under the cooperative framework of the IP5.

At the Meeting, the Deputy Heads actively exchanged their opinions mainly on the policies in promoting the Global Dossier* initiative, the Patent Prosecution Highway program, harmonization of patent examination practices.*

Also, taking advantage of this opportunity, Deputy Commissioner Kihara held bilateral meetings with the United States Patent and Trademark Office (USPTO) about how to advance discussions on patent system harmonization and other significant issues.

Based on the results of this Meeting, the JPO will further strengthen the cooperative relationship among the IP5.

About the IP5

Global Dossier: A future vision to establish a common system for providing various services in a unified manner by virtually integrating the dossier information maintained by each IP office.

Harmonization of patent examination practices: Under the framework of the IP5, the Offices have been discussing issues toward harmonization of the patent examination practices focusing on written description/sufficiency of disclosure, citation of prior art and unity of invention.
