Head of Intellectual Property Office Conference for Countries in South Asia and Southeast-Asia was held at the JPO

On June 29th and 30th, the First “Head of Intellectual Property Office Conference (HIPOC) for Countries in South Asia and Southeast Asia” was held at the Japan Patent Office (JPO), hosted by the World Intellectual Property Organization (WIPO). The Conference was designed to share the knowledge and experiences about the intellectual property administration and so on with Heads of IP offices in the ASEAN countries (1) and the SAARC countries (2) utilizing the WIPO Funds-in-Trust Japan (3) to which the Japanese government makes annual contributions. Among the ASEAN countries and the SAARC countries, Heads of IP offices in thirteen countries (4), including India, Singapore, Thailand, Malaysia, Myanmar, etc., attended the Conference.

Attending from the JPO were Mr. Hitoshi Ito, Commissioner; Mr. Yoshitake Kihara, Deputy Commissioner; Mr. Masayuki Koyanagi, Director-General of the Patent Examination Department (Chemistry, Life Science and Material Science); and Mr. Kunihiko Shimano, Director-General of the Patent Examination Department (Electronic Technology). They introduced JPO’s initiatives that have been implemented aiming at “Realizing the World’s Fastest and Highest-Quality IP System” and “Globalization of IP System” as well as the achievements so far, human resource development for examiners, quality management system of patent examination, international cooperation, and others.

Director-General of the Danish Patent and Trademark Office; Director-General of the Mexican Institute of Industrial Property; and Director-General of the Spanish Patent and Trademark Office were invited to address the Conference as guest speakers. They made speeches on initiatives that have been implemented in their respective Offices.

Moreover, a US patent attorney and an Italian professor, who were also invited to address the Conference, made speeches on contemporary IP issues and the IP environment that could drive national growth.

Heads of IP offices from countries in South Asia and Southeast Asia frankly exchanged opinions about each agenda with the guest speakers, delegates from the WIPO and the JPO, further enhancing and deepening their knowledge and understanding on the role that the IP offices play in developing the IP environment.

1)ASEAN member states consist of ten countries in Southeast Asia, including Cambodia, Brunei, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

2)SAARC member states consist of eight countries in South Asia, including Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.

3)This is the trust fund established with the voluntary funds that the Japanese government has been providing since 1987.

4)Those thirteen countries were Cambodia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand (ASEAN member states), Bangladesh, Bhutan, India, Nepal, Pakistan, and Sri Lanka (SAARC member states).
