JPO Conducted WIPO/JAPAN Fund Training Course on Use of Information Technology in IP Administration

Under the aim of strengthening the protection of intellectual property rights (IPRs), the Japan Patent Office (JPO) has been inviting trainees from developing and emerging countries of the Asia-Pacific region, Latin America, and Africa, and conducting training programs for them in Japan. The programs are designed to support the development of human resources involved with IPR systems in those countries.

The Training Course on the Use of Information Technology in Industrial Property Administration under the WIPO/Japan Funds-in-Trust, conducted from October 26 to November 6 this year, was held in corporation with the World Intellectual Property Organization (WIPO) by utilizing the “WIPO Funds-in-Trust/JAPAN” that is supported by voluntary contributions that the Japanese government has been providing to the WIPO. This training course was designed for the personnel who are involved with information technology operations at the IP offices in the developing countries.

Eighteen trainees attended the Course, and learned the necessary knowledge from JPO instructors regarding computerization of IP office’s business process, through the lectures on an overview of the JPO’s IT system, the E-filing system, and the initiatives for promoting the use of the E-filing system. They also learned from WIPO instructors regarding its business system tools, including Industrial Property Automation System (IPAS) and Electronic Document Management System (EDMS), for which the WIPO has provided technical assistance to the developing countries that wish to implement them. In addition, they had an opportunity to visit the 2015 Patent Information Fair & Conference, the largest exhibition on the patent information businesses in Japan. Seeing and experiencing the cutting-edge products and services that were displayed and promoted in the Exhibition, they could deepen their knowledge for the effective use of patent information.

The trainees were able not only to enhance their capabilities in promoting efficient computerization, but also to deepen their friendship among the trainees as well as people working in the field of intellectual property in Japan. The JPO has high expectations that the trainees will play important and active roles in their countries.
