Seminar Held in Lao PDR

On November 26, 2015, a follow-up seminar was held in Vientiane, Lao PDR. The seminar was sponsored by the Japan Patent Office (JPO), supported by the Department of Intellectual Property (DIP) of the Lao PDR Ministry of Science and Technology (MOST), and managed by the Asia-Pacific Industrial Property Center (APIC-JIPII). This was the first time such a seminar was held in Laos.

This seminar was participated in primarily by staff of the DIP of Lao PDR MOST, related organizations, universities, and research institutes, and by attorneys of law offices. Their Lao classmates in IP programs also participated, so that there were 65 people participating in the seminar. The theme of the seminar was "Utilization of intellectual property systems for economic growth." The seminar started with greetings from Dr. Khanlasy Keobounphanh, Director General of DIP of Lao PDR MOST, and Mr. Kazuyuki Miura, Director of the International Cooperation Division, Policy Planning and Coordination Department, Japan Patent Office.

Next, Dr. Khanlasy Keobounphanh, Director General of DIP of Lao PDR MOST, gave the keynote speech, on "Development of IP policy in Lao PDR." Then, Kazuyuki Miura, Director of the International Cooperation Division, Policy Planning and Coordination Department, Japan Patent Office gave a speech on "Anti-counterfeiting measures of the JPO".

After that, lectures were given on two topics, "Role and utilization of IP systems – legislation and challenges" and "Strategic acquisition of IPR – current status and challenges in trade mark registration" by specialists from both Lao PDR and Japan.

The Lao lecturers were Dr. Khanlasy Keobounphanh, Director General of DIP of Lao PDR MOST, who talked about "Management and Protection of IP in Lao PDR", and Ms. Sirisopha Boutdakham, Director of the Legal Division of Lao Law & Consultancy Group, who talked about "Strategic acquisition of IPR in Lao PDR –trade mark registration."

The lectures by Japanese specialists corresponded to the two lectures above. Mr. Takao Ogiya, Director of APIC-JIPII, talked about the "Role of IP systems in the economic development of Japan," and Ms. Reiko Toyosaki, Attorney with Toyosaki & Associates, talked about "Strategic acquisition of IPR in Japan – management and utilization of Madrid Protocol in Japan." The participants in the seminar listened to each lecture with great interest, and asked many questions.

Lao PDR joined the WIPO in 1995, joined ASEAN in 1997, became a member of the Paris Convention in 1998, became party to the PCT in 2006, and joined the WTO in 2013. Further, in December 2015, Lao PDR applied to become a member of the Madrid Protocol.

The DIP of Lao PDR MOST played the central role in holding this seminar. DIP Director General Dr. Khanlasy Keobounphanh gave the keynote speech and a lecture, and also managed the whole seminar as the moderator.

The lectures of DIP Director General Dr. Khanlasy Keobounphanh and the other speakers and their replies to questions conveyed their strong desire to strengthen the Lao PDP IP system and increase its utilization in the coming years. The other participants also made an impression through their great attentiveness in listening to the lectures.
