Follow-up Seminar Held in Cambodia

A follow-up seminar was held in Phnom Penh, Cambodia on January 13, 2016. The seminar was organized under the sponsorship of the Japan Patent Office (JPO), the auspices of the Intellectual Property Department, Ministry of Commerce of Cambodia (MOC), and the supervision of the Japan Institute for Promoting Invention and Innovation (APIC-JIPII). This was the first seminar of this kind to be held in Cambodia.

Seminar participants mainly included staff from the MOC's Intellectual Property Department, as well as from other related organizations and law offices, and also private company employees and IP alumni in Cambodia. In total, 75 persons participated.

The theme of the seminar was "Human Resources Development for Smooth Management of IPR Systems." Participants were first greeted by Mr. SIM Sokheng, Head of the Secretariat of the National Committee for Intellectual Property Rights and Director of the Intellectual Property Department, Ministry of Commerce, Cambodia, and Ms. Chika Ikeda, Assistant Director, Developing Country Cooperation Section, International Cooperation Division, Japan Patent Office. They then gave separate keynote speeches under the themes "IP Development in Cambodia" and "Current Situation of Industrial Property Rights Policy in Japan," respectively.

Lectures were subsequently given by experts in Cambodia and Japan on the topics "Development of IP Human Resources in Government" and "Development of IP Human Resources in the Private Sector." The lecturers on the Cambodian side were Mr. LAO Reasey, Deputy Director of the Intellectual Property Department, Ministry of Commerce, who lectured on "Development and the Role of IP Human Resources in the Cambodian Government"; and Dr. Phin Sovath, Senior Manager, Bun & Associates, who lectured on "Development and the Role of IP Human Resources in Cambodian Private Companies."

The speakers on the Japanese side then gave lectures that corresponded to those given by the Cambodians. More specifically, Mr. Naoya Oku, Dean & Senior Managing Director for Human Resources Development and Utilization, National Center for Industrial Property Information and Training (INPIT), lectured on the theme of "Development and the Role of IP Human Resources in the Japanese Government - An Outline of INPIT Training Activities"; Mr. Motoki Takada, Director, IP Dept. for S.E. Asia, Attaché of the Japan Patent Office, Japan External Trade Organization (JETRO) Bangkok, on the theme of "International Cooperation on IP with Cambodia and ASEAN countries"; and Mr. Takao Ogiya, Director General, Asia-Pacific Industrial Property Center, Japan Institute for Promoting Invention and Innovation, on the theme of "Development and the Role of IP Human Resource in Japanese Private Companies." The lectures were received by the participants with great interest, and many questions were asked.

Since joining WIPO in 1995, Cambodia became a party to the Paris Convention in 1998 and the ASEAN Framework Agreement on Intellectual Property Cooperation in 1999, and joined the World Trade Organization (WTO) in 2004. Furthermore, Cambodia deposited with WIPO an instrument of ratification to the Protocol Relating to the Madrid Agreement concerning the International Registration of Marks in March 2015, and ratification became effective in June 2015.

The MOC's Intellectual Property Department played a central role in the actual organization of the seminar. From his keynote speech, it was clear that Mr. SIM Sokheng, Head of the Secretariat, is strongly committed to the development of human resources in order to contribute to the intellectual property system in Cambodia. The manner in which participants eagerly listened to the lectures was also very impressive.
