Report on the “WIPO/JF Training Course on the IP Management and the Formulation and Implementation of Results-Based IP Office Plans”

The WIPO/JF "Administration" Training Course was held February 4-8, 2013 in Tokyo at APIC.

The purpose of this course was to deepen understanding regarding the importance of protecting intellectual property rights, intellectual property systems and the improvement of their operation, and efforts to expand general awareness and usage of intellectual property systems. The course was also aimed at improving the professional expertise of intellectual property government organization officials, chiefly those from Asian countries. the course included 20 participants from the following 11 countries: Bangladesh (2 participants); China (2 participants); India (1 participant); Indonesia (2 participants); Malaysia (2 participants); Pakistan (2 participants); Philippines (2 participants); Sri Lanka (2 participants); Thailand (2 participants); Tunisia (1 participant); and Vietnam (2 participants).

This year, in addition to Asian countries, we invited a participant for the first time from an African country, Tunisia. The training course focused on comparing the intellectual property management among governmental organizations, as well as further developing and expanding administrative services related to intellectual property, in various countries.

During the first half of the course, lectures were given on intellectual property action plans and management of human and financial resources. Each lecture included content that helped the participants improve their skills in intellectual property management. Lecturers introduced case studies from Japan, and a representative from WIPO also offered explanations on related topics from an international perspective. Intellectual property-related administrative services provided by JPO were also introduced.

During the latter half of the course, a lecture on "RBM (results-based management)" was given pursuant to the curriculum provided by WIPO. In country-level RBM, it is important to monitor results to determine whether a particular policy is effective (judged by the degree of achievement of predefined standards), and to utilize evaluation and analysis results in order to improve policies. In this training course, participants learned techniques for setting the guidelines and standards necessary for implementing RBM, risk management, monitoring of results, evaluation methods, etc., both through lectures and simulated practice.

The participants in this course were quite eager to learn, with many actively asking questions during the course. Since there were so many questions from the participants, it was difficult for the lecturers to answer all of them during the allotted time. In some cases, the answers from the lecturer were given by e-mail after the lecture, and forwarded to participants via APIC. In the group discussions, the participants were so enthusiastic that they had heated arguments that went on long after the scheduled finish time, with no break.

In the course evaluation questionnaire, we noticed a tendency for participants to highly evaluate simulated practice sessions that had high immediate effects in instilling practical know-how. In particular, the simulated practice of "guidelines, standard values, and purpose" of RBM had the highest score out of all of the evaluation items (namely, understanding, interest, and efficiency).

With respect to lectures, that which was evaluated on trainees' self evaluation sheets as being the most effective in helping them achieve their training course goal was that entitled "Outline of RBM plans which IP bureaus should make, and methods of monitoring and evaluation", which was the introductory session on RBM.

During the evaluation session held on the last day of the training course, a participant stated that he was impressed when a lecturer stated that RBM is something that everyone at all organization levels should consciously strive for—not only high-level executives. We are looking forward to participants sharing the knowledge that they gained from the course with colleagues in all levels throughout their own organizations.

Further, several participants responded to the request for ideas regarding improvement of this year's curriculum by suggesting during the evaluation session that more courses involving simulated practice be added in order to gain a deeper understanding of RBM—thereby indicating their great interest in this topic.

Reviewing the evaluations of the course in general, all participants replied that they achieved their training course goals on the whole. We expect that they will actively use the knowledge and experience they gained in their future work.

Although the course schedule was tight, the participants were seen to be actively expanding their knowledge of Japanese culture and traditions after classes. During the break times, they enjoyed conversation and friendships seemed to be created. We hope that these border-transcending connections will help to promote the improvement of intellectual property management among various countries in the future, and we wish them success in their own future careers.
