Report on the “JPO/IPR Training Course for Trademark Experts”

The JPO/IPR Training Course for Trademark Experts was conducted from August 25 to September 5, 2014. The course was designed to deepen knowledge of matters relating to Intellectual Property as a whole, as well as to deepen understanding and enhance professional ability with regard to trademarks through lectures and discussions on the trademark system, trademark examination standards and utilization of trademark information, and an overview of Protocol Relating to the Madrid Agreement.

The course was attended by 26 government officials and lawyers of law firms from Brazil, Brunei, Cambodia, India, Indonesia, Malaysia, Myanmar, the Philippines, Thailand and Vietnam. The 26 trainees first attended a lecture titled Strategic Trademark Acquisition at the Overseas Human Resources and Industry Development Association (HIDA). Then, on the second day of the training course, the trainees began attending lectures at the Asia-Pacific Industrial Property Center (APIC).

On August 27, the Pre-training Report Presentation sessions took place all day in which the trainees presented a report on their respective country. The course consisted of lectures and practice and exercises using computers. In the PC room each trainee practiced trademark classifications and search exercises under the guidance of Japanese patent attorneys. The participants listened to case studies on Trademark Infringement and the Unfair Competition Prevention Act so as to develop expertise in trademark law.

On August 29th trainees visited KAO Corporation in Tokyo, a leading Japanese soap and household goods manufacturer. They met branding and IP department managers, and learnt the challenges and problems they are facing concerning trademark infringement when their products are exported to South East Asian markets. This was subsequently followed by a tour of the factory and corporate museum to learn about and test their innovative lines of products including a very effective anti-aging facial cream.

Most of the trainees actively asked questions and participated in discussions during the lectures and corporate visit. We received positive feedback from the instructors who praised the fact that the trainees had patent expertise, asked many questions, and showed enthusiasm for the lectures.

The evaluation of the training course as a whole, including the trainees’ own goal attainment level, was high, and participants seemed to improve their individual skills. Some of them said that they wanted to spread the knowledge that they had learned to many people, including their colleagues, after returning home. Such positive statements showed that this training course was very fruitful. We have high expectations that the trainees will play an important and active role in the future.
