Report on the “(WIPO) Training Course on the Use of Information Technology in Industrial Property Administration”

A training course on "the Use of Information Technology in Industrial Property Administration under the WIPO Funds-in-Trust/JAPAN" was conducted at the Asia-Pacific Industrial Property Center (APIC) in Tokyo from October 27th to November 7th, 2014. The course was designed to increase the knowledge of and familiarize the participants with recent developments in information technology in relation to industrial property administration, dissemination of industrial property information, and provision of online services.

On the morning of the first day of the training, all the trainees first listened to lectures presented by the officials of the Japan Patent Office in order to learn about "the JPO's Current Conditions and Future Direction of Industrial Property Rights Administration". In the afternoon, the trainees sat for a WIPO lecture on "an Overview of WIPO Business Modernization Services, Business Development and Global Project Status". All the sessions for the rest of the first week were conducted by two WIPO lecturers who gave detailed explanations on the latest WIPO’s IT technology and systems.

On August 27, the Pre-training Report Presentation sessions took place all day in which the trainees presented a report on their respective country. The course consisted of lectures and practice and exercises using computers. In the PC room each trainee practiced trademark classifications and search exercises under the guidance of Japanese patent attorneys. The participants listened to case studies on Trademark Infringement and the Unfair Competition Prevention Act so as to develop expertise in trademark law.

The country report sessions took place on the third and fourth day in which the trainees presented a report on their respective countries.

The lectures in the second week were conducted mainly by JPO IT specialists for trainees to learn about the JPO's case studies and find out how the JPO implements information technology to achieve efficient office/IP management. To enhance their knowledge the trainees were invited to IT related offices at the JPO and saw the real tasks and operations in progress in front of PCs.

In the afternoon of November 5th, the JPO's contractor, PAPC, came to detail the process of data entry and explain the objectives of its establishment and duties.

In the afternoon of November 6th, the trainees visited the Patent Information Fair & Conference at the Science Museum in Kitanomaru Park near the Imperial palace, and listened to a presentation by Mr. Okamoto, the commissioner of WIPO Japan, and saw exhibits.

The trainees attended each lecture and session with keen interest and strived to acquire practical knowledge by asking many questions from the participants’ professional standpoint.

The evaluation of the training course as a whole, including the trainees' own goal attainment level, was high, and participants seemed to improve their individual skills. Some of them said that they wanted to spread the knowledge that they had learned to many people, including their colleagues, after returning home. Such positive statements showed that this training course was very fruitful.
