Report on the “WIPO/Japan Fund Training on "the IP Management and the Formulation and Implementation of Results-Based IP Office Plans"”

A training course on the IP Management and the Formulation and Implementation of Results-Based IP Office Plans under the WIPO Funds-in-Trust/JAPAN was conducted at the Asia-Pacific Industrial Property Center (APIC) in Tokyo from February 6th to 13th, 2015. The course was designed to increase the knowledge of modern IP management practices and enhance the capacity of participants to formulate, implement, and evaluate IP Office plans that are time-bound, result-oriented, and have a measurable impact.

On the first day of the training, all the trainees first listened to lectures presented by the officials of the Japan Patent Office in order to learn about the JPO’s efficient provision of IP services, operations and quality management for Patent examination, and the JPO’s IP support for SMEs in Japan.

On the second day, the JPO's lecture on its human resource development scheme was followed by a country report session in which some of the trainees presented a report on their respective countries.

After that a series of lectures were conducted by a WIPO lecturer until the last day. The WIPO sessions were a combination of lectures and exercises in small groups so that the trainees could deeply understand results-based planning, monitoring, and evaluation, and gain experience in applying RBM at the international level.

The trainees attended each lecture with keen interest and strived to acquire practical knowledge by asking many questions from the participants' professional standpoint.

The evaluation of the training course as a whole, including the trainees' own goal attainment level, was high, and participants seemed to improve their individual skills. Some of them said that they wanted to spread the knowledge that they had learned to many people, including their colleagues, after returning home. Such positive statements showed that this training course was very fruitful. We have high expectations that the trainees will play an important and active role in the future.
