Report on the “JPO/IPR Summer Training Courses”

The Japan Patent Office held its first summer training course for nine days from August 27 to September 4. The training course incorporated the "2015 Summer English Seminar of Intellectual Property by IP Graduate School Union (JAUIP 2015 Summer IP Seminar) – Practitioner Course" organized by the Japan Association of Universities for Intellectual Property Education and Research (JAUIP) for three days, from August 31 to September 2.

A total of 21 individuals, from China, India, Indonesia, Malaysia, Singapore, Thailand, Uganda and Vietnam took part in the course to learn a wide variety of topics such as company intellectual property (IP) management and strategies, comparing patent systems from several countries, patent infringement cases, prosecuting patents, translation, drafting patent claims, resolving patent disputes, licensing patents, and drafting contracts. They also participated in the JAUIP 2015 Summer IP Seminar and engaged in group work at Tokyo University of Science (PORTA Kagurazaka) with six trainees (five Japanese and one Taiwanese) invited by JAUIP.

On the first day, two lectures titled "The necessity and application of intellectual property for companies" and "Global intellectual property strategy of Japanese companies" were held at the Asia-Pacific Industrial Property Center (APIC). On the second day, as the orientation program for the training course, the international trainees visited the Intellectual Property High Court, the Office for IP Right Protection, and the Japan Patent Office. Each lecture introduced IP strategies and policies based on various cases and data from the perspectives of companies and administrative agencies, with the international trainees providing excellent feedback.

From August 31 to September 2, both the international and Japanese trainees took part in the JAUIP 2015 Summer IP Seminar. During the seminar, they took part in a unique curriculum consisting of lectures in the morning and in the first half of the afternoon (two hours per lecture) plus group work activity (two hours) in which they discussed and made a group presentation in the second half of the afternoon. Although high-level knowledge about IP and high English proficiency were required for the seminar, the participants praised the program as being very beneficial to them, in that it gave them a great sense of accomplishment and the chance to learn various outcomes. The seminar was a valuable opportunity for the international trainees to exchange opinions with the Japanese trainees whom JAUIP recruited in the same group. All the trainees freely exchanged ideas in groups and cooperated with each other toward the same goal, which helped them deepen their analytical and thinking skills.

JAUIP highly appreciated the trainees, saying that they "took part in the seminar with strong motivation and responded well to the lectures, which pleased us very much."

In the afternoon of September 3, the international trainees visited Canon Inc. The company gave a lecture about its management strategy in effectively using IP and their measures against counterfeit products. The trainees were particularly interested in the relationship between IP in their own countries and overseas expansion of Japanese companies and actively asked many questions about this. Afterward they visited an exhibition room and were very impressed by some of the technologies developed by Canon, one of Japan’s leading state-of-the-art companies.

After the evaluation meeting, each trainee was given a certificate by Kazuyuki Miura, Manager of the International Cooperation Division, Policy Planning and Coordination Department of the JPO, at the closing ceremony. Mr. Suraj Singh Attri (India) gave a thank you speech on behalf of the trainees, and then the JPO/IPR Summer Training Course came to an end.

The course was completed successfully, and the international trainees went back to their countries satisfied and with smiles on their faces. We look forward to their future successes.
