Report on the “JPO/IPR OJT Course on Practices for Madrid Protocol Trademark Filings for ASEAN Countries 1”

The 22nd JPO/IPR Training Course on Madrid Protocol Practices for ASEAN 1 was held for one week from February 1 to 8, 2015.

The purpose of this course was to enhance ASEAN member countries' understanding of the Madrid Protocol system and encourage them to join the protocol. To this end, the training course offered lectures and on-the-job training (OJT) programs on the protocol and its relevant regulations, system practices and examination practices. A total of six trademark examiners from intellectual property right offices in three ASEAN countries (Cambodia, Laos, and Myanmar) who are involved in trademark-related matters participated in the course as trainees.

During the course, the trainees first received lectures that provided an outline of the Madrid Protocol, and subsequently delivered their country report presentations.

During the OJT program, practical exercises were conducted on the following topics: operations conducted by offices of origin; operations conducted by offices of designated contracting parties; examination operations; and registration operations as specified in the Madrid Protocol. The trainees gave positive feedback, saying that the OJT was extremely beneficial.

Trainees also visited the Yuasa and Hara law/patent office to learn about international trademark filing operations, and expressed favorable reviews afterward regarding the visit.

The trainees attended each lecture with keen interest, and strived to acquire new knowledge by actively asking practical questions from the viewpoint of trademark examiners.

In the trainee evaluation report, there was a comment saying, "The country report presentations were particularly beneficial because we were able to share the problems each county is faced with and learn how to solve those problems." The trainees are expected to capitalize on the knowledge and experience gained in the training course to play a successful role in their country's participation in the Madrid Protocol, and its full-scale application in the future.
