Report on the “JPO/IPR Training Course on Trademark Examinations under the Madrid System for Thailand”

The second JPO/IPR training course on trademark examinations under the Madrid system for Thailand was held for one week starting on June 24th and finishing on June 30th.

This course was held for the purpose of developing a better understanding of the Madrid Protocol system through lectures and OJT on the rules relating to the Madrid Protocol, learning about the system practices and the examination practices, and assisting Thailand in acceding to the Madrid Protocol. From among the staff members of the Department of Intellectual Property of Thailand, six persons (trademark examiners) who are engaged in tasks related to the Madrid Protocol participated in this course. The lectures were delivered in the Thai language.

During the training course the participants first attended the lecture on the outline of the Madrid Protocol. They then learned the points to be considered in association with the accession to the Madrid Protocol in the lecture on the comparison of the trademark systems in Japan and Thailand.

From the following day, practice-based OJT was carried out regarding duties of the office of origin, duties of the designated office, procedures for examination, procedures for registration under the Madrid Protocol, and the like. We received feedback from the participants that this OJT was very valuable to them.

Thailand is aiming at the accession within this fiscal year. The participants participated in all the lectures with enthusiasm and asked a lot of questions related to the practices toward accession in order to acquire as much knowledge as possible.

A participant said in an evaluation report, "I was able to learn well the duties of the office of origin and the duties of the designated office under the Madrid Protocol in Japan, and it was valuable." Going forward, we have great hopes that the participants will play active roles toward the accession to the Madrid Protocol and full-scale operation on the basis of the knowledge and experience acquired in the training course.
