Inaugural Address - MORI Kiyoshi, JPO Commissioner

As of July 1, 2021, I have been appointed as Commissioner of the Japan Patent Office (JPO).

The COVID-19 pandemic has led to transformations in our lifestyle, such as the introduction of teleworking and online events. Meanwhile, on a global scale, we face numerous pressing challenges such as environmental problems. As new and emerging needs arise due to these major changes in our society, innovation is increasingly critical to build and scale new businesses, more so than ever before. The JPO is committed to contributing to the resolution of social issues by appropriately protecting intellectual property, which is the driving force behind innovation, and promoting the creation of innovation.

The following is an overview of the JPO's initiatives to achieve this goal.

In response to the IT transformation of the economy, the JPO continues to promote the digitization of prosecution, as well as the oral proceedings for trials or appeals by video conferencing. As part of our efforts to contribute to the Sustainable Development Goals (SDGs), we are actively supporting the initiatives of WIPO GREEN, which is a platform for green technology exchange. In addition, looking ahead to EXPO 2025 OSAKA, KANSAI, JAPAN, we carry out the I-OPEN project to deliver information on the role of the intellectual property system in resolving social issues.

Recent downward trend in the number of patent applications due to the pandemic is now recovering. We would like to ask users to remain involved in necessary R&D activities and to file patent applications as needed. Looking beyond the pandemic, the JPO has updated its Mission, Vision and Values (MVV) * as a banner to lead JPO staff in the same direction.

The JPO will maintain the world’s fastest and utmost quality in our examinations. We will also strive to improve usability for the benefit of overseas users. To ensure the quality of our services, we are considering the revision of patent fees on the condition that drastic reduction of expenditures is thoroughly implemented.

As major shifts in society bring new challenges to the fore, we will respond flexibly by carefully understanding user needs, fully recognizing the significance of the role imposed upon intellectual property administration.
