New “Standardized Data” Provision on Bibliographic and Legal Status Data Outline and Implementation Schedule

May 10, 2018
Information Technology and Patent Information Management Office,
General Coordination Division,
Policy Planning and Coordination Department,
Japan Patent Office (JPO)

JPO’s bibliographic and legal status data on Patent/Utility Model/Design/Trademark has been provided by National Center for Industrial Property Information and Training (Hereinafter referred to as "INPIT") as “Standardized Data” and it takes 2 to 3 weeks to provide the data for users.

In order to provide above-mentioned data in more timely manner, JPO decided to provide New “Standardized Data” replacing “Standardized Data”.

While it takes 2 to 3 weeks to provide “Standardized Data”, New “Standardized Data” requires much less time in process; as in principle, the bibliographic and legal status data generated on the previous day will be provided to current download area on the next business day, which makes it possible to provide New “Standardized Data” much more quickly than before.

The range of provided data is to be expanded (e.g. Enriched citation data such as cited categories and paragraphs are going to be added)

Please see the following page for the outline and implementation schedule of this New “Standardized Data”.

Major changes (Data Format, Data Unit) from “Standardized Data” are as follows.

Major changes
“Standardized Data” New “Standardized Data”
Data Format XML/SGML Format TSV Format
Data Unit Master Unit
(Master Unit is a compilation of multiple tables)
Table Unit
(Table Unit is a separated unit which stores information such as record information.
e.g. “Registration Master” in “Standardized Data” is to be provided with separated tables such as “Management Information” table and “Transfer Acceptance Information” table. )

The schedule for providing New “Standardized Data” is as follows.
Important Information: The end date to provide “Standardized Data” has been extended from the end of June, 2019 to the end of September, 2019. (3-month extension)

However, to ease the burden of transition adjusting New “Standardized Data” for users, JPO is planning to provide XML / SGML Converted Data in parallel, which is similar to “Standardized Data”, for 1 year on a weekly basis after the start of providing New “Standardized Data”.

Upcoming schedule

End of May, 2018:

  • The specification of New “Standardized Data” (Essential part only version) is to be announced.
In principle, the new specification will be created following the current table of contents of the existing specification of “Standardized Data”.
Specifically, it will include a data specification (such as providing method, file format), a data item list (item name, attributes, number of digits, etc.) and also, a comparison table of “Standardized Data” and New “Standardized Data” is to be posted on the website.

End of July, 2018:

  • The specification of New “Standardized Data” (Full version) is to be announced.
A code table related specification is to be posted on this website in addition to the above mentioned initial specification (Essential part only version) .
  • The specification of “XML/SGML Converted Data” is to be posted on the website.

After August, 2018:

  • Sample data of both New “Standardized Data” and “XML / SGML Conversion Data” is to be available from the website.

May, 2019:

  • New “Standardized Data” is to be officially provided.
  • “XML / SGML Converted Data” is to be officially provided.

End of September, 2019:

  • Provision of “Standardized Data” is to be terminated

April, 2020:

  • Provision of “XML / SGML Converted Data” is to be terminated

This website is going to be used for upcoming announcements for New “Standardized Data” related specifications and the notifications of available sample data.
New “Standardized Data” related specifications scheduled above will be published in Japanese. English version will be provided as soon as it is ready.

Note: The schedule may be changed depending on the progress of system development.
