1. Outline of Symposium

Outline The Japan Patent office (JPO) , along with representatives from domestic and international intellectual property offices and associations and the Institute of Science Tokyo, will discuss diverse intellectual property management within processes such as technology transfer from universities to industry, as well as the implementation of academic technology within society through startups.

Since joining the Ministry of Economy, Trade and Industry (METI), Mr. ONO has been mainly in charge of supporting international investment and trade, as well as international energy affairs, at METI and related organizations.

In 1999, he was in charge of establishing an insurance organization (Nippon Export and Investment Insurance (NEXI)) to support international investment and trade, and subsequently strengthened the structure and functions of the organization on a number of occasions.

As the head of Nippon Export and Investment Insurance's New York office, he contributed to the launch of a reinsurance scheme with the Export-Import Bank of the United States for aircraft exports.

Since 2007, as Director of the Agency for Natural Resources and Energy, he has been responsible for energy-related project support, bilateral and multilateral energy collaboration, and resource fuel policies. In this role, he has strengthened cooperative relationships with oil- and gas-producing countries, and contributed to ensuring a stable supply of oil and gas to Japan. He has also contributed to the establishment of a framework for transition finance for decarbonization in Asia.

In addition, he has been involved in financial administration.

On the international front, he has been in charge of international financial cooperation at the Ministry of Finance as Deputy Vice Finance Minister since 2018.

On the domestic front, he has been involved in finance for small and medium enterprises (SMEs) and consumer finance, from aspects of both business support and consumer protection. Since 2021, as the managing director of the Japan Finance Corporation (JFC), which supports the financing for SMEs and agricultural businesses, he has overseen the organization's operations and contributed to strengthening the organizational capabilities in the post-COVID-19 era in terms of human resources and systems.

He was born in Osaka on December 18, 1964, graduated from the Faculty of Law at the University of Tokyo in March 1989, and graduated from Columbia Business School in 1995.

OHTAKE Naoto is the inaugural President and CEO of Institute of Science Tokyo, which was founded on October 1, 2024. At the former Tokyo Institute of Technology (Tokyo Tech), he concurrently served as Director of the Organization for Fundamental Research and as Director-General of the Institute of Innovative Research (IIR) from 2022 to 2024, and even lectured as an IIR professor from 2018 to 2024. Prior to that, OHTAKE held the position of Vice President for Research Promotion from 2015 to 2017. While in that role, he was also appointed as a professor at the School of Engineering, newly established when Tokyo Tech merged its undergraduate and graduate schools in April 2016. OHTAKE’s main field of interest is surface engineering and science, including chemical and physical vapor deposition of hard carbon films and their various industrial applications.

Dr. TANAKA Yujiro is the first President and Chief Academic Officer (CAO) of Institute of Science Tokyo.

Dr. TANAKA previously held the position of President at the former Tokyo Medical and Dental University (TMDU), starting in 2020, following roles as the Executive Vice President and Director of the university hospital. A specialist in gastroenterology and medical education, he was awarded the Japan Society for Medical Education’s Ushiba Prize in 2024 for significant contributions to the improvement of medical education in Japan.

A 1980 alum of TMDU himself, Dr. TANAKA also earned his Ph.D. in Medicine at TMDU Graduate School in 1985. After working for four years at the Alcohol Research and Treatment Center at Mount Sinai School of Medicine in New York, he returned to TMDU in 1989. He taught as a professor in the Department of Medical Education Research and Development, within the Graduate School of Medical and Dental Sciences, and served in various other capacities as faculty and in leadership prior to becoming President.

Dr. IIDA Kaori is the Vice President and Professor at Institute of Science Tokyo. Science Tokyo is a new university established in October 2024 through the integration of Tokyo Medical and Dental University and Tokyo Institute of Technology.

Her expertise is in university-driven innovation, particularly intellectual property management, promoting industry-academia collaboration, risk management in the medical sector. She had been engaged at Tokyo Medical and Dental University since 2005. And she established and has been managing “medU-net”, an industry-academia-government network across Japan, to contribute toward strengthening the medical technological innovation.

She also holds current positions as a visiting professor at Hiroshima University and Hokkaido National University Corporation, a part-time lecturer at Keio University, and an advisor at the National Center of Neurology and Psychiatry.

OSHIMA Yoichi joined the Japan Patent Office (JPO), Ministry of International Trade and Industry in 1991. From 1991 to 2014, he was mainly engaged in the examination and appeal of semiconductor-related patents at the JPO. In 2014, he obtained a Juris Doctor from the University of Tsukuba Law School. From 2014 to 2017, he served as Director of Strategic Planning Division and Professor at the Center for Innovative Integrated Electronics Systems (CIES) at Tohoku University. In 2018, he was appointed Director of the IoT Promotion Department at the New Energy and Industrial Technology Development Organization (NEDO). Since July 2019, he has been serving as Chief Creative Manager and Professor at the Open Innovation Platform, Tokyo Institute of Technology. In May 2022, he was appointed Special Advisor to the President, and in February 2023, he became Vice President (in charge of Industry-Academia-Government Collaboration) at Tokyo Tech. Since October 2024, he has held his current position as Vice President (in charge of Industry-Academia-Government Collaboration) and Director of Center of Innovation Management at Institute of Science Tokyo.

NAKAUCHI Hiromitsu is a Professor of Genetics, Institute for Stem Cell Biology and Regenerative Medicine, Stanford University School of Medicine, Distinguished University Professor, Institute of Integrated Research, Institute of Science Tokyo

Dr. NAKAUCHI Hiromitsu is a physician scientist with a long scientific career of innovative and high-impact research. His remarkable work spans from a single hematopoietic stem cell transplantation to interspecies organ generation. He notably developed the first long-term ex vivo HSC expansion culture system, a critically important step for next generation gene/cell therapies. Concurrently, he pioneered pluripotent stem cell differentiation to produce blood cells for clinical transfusions and immunotherapies. The potential impact of these translational research on human health care is profound.

Dr. NAKAUCHI received his MD from Yokohama City University School of Medicine and his Ph.D. in immunology from the University of Tokyo Graduate School of Medicine. As a postdoctoral fellow in the Department of Genetics at Stanford University School of Medicine, he isolated CD8 genes that encode modules that allow immune cells to recognize virus-infected and cancer cells. Returning to Japan, he focused his research on blood-forming stem cells and later became a professor of stem cell therapy and director of the Center for Stem Cell Biology and Regenerative Medicine at the University of Tokyo. In February 2014, Dr. NAKAUCHI returned to Stanford as a professor of genetics and member of the Stanford Institute for Stem Cell Biology and Regenerative Medicine. He also holds a cross-appointment as a distinguished professor at Tokyo Medical and Dental University in Japan.

EPO: Mr. António Campinos, President

António Campinos took up office as the President of the European Patent Office (EPO), an international organisation with 39 member states, on 1 July 2018. With some 6300 staff of 34 different nationalities, he leads one of the largest public service institutions in Europe, which was founded with the aim of strengthening co-operation on patents in Europe. Through the EPO's centralised patent granting procedure, inventors are able to obtain high-quality patent protection in up to 45 countries, covering a market of some 700 million people.

Prior to the appointment as President of the EPO, António Campinos was the Executive Director of the European Union Intellectual Property Office (EUIPO) in Alicante/Spain from 2010 until June 2018. The EUIPO is responsible for managing the EU trademark and the registered Community design.

Mr. Campinos came to the EUIPO from the Portuguese National Institute of Industrial Property (INPI) where he held different executive roles. He joined the INPI in 2000 as Trademark Director and in 2005 was elected its President. During this time, he was head of various Portuguese delegations to the EUIPO, EPO and World Intellectual Property Organization General Assemblies, as well as chairman of multiple working groups including the Ad Hoc Working Group on the Legal Development of the Madrid System for the International Registration of Marks.

Mr. Campinos' career also includes his time as President of the Administrative Council of the Centre d'Études Internationales de la Propiété Intellectuelle (CEIPI) at the University of Strasbourg for a term of five years. In addition, he was awarded the title of Doctor Honoris Causa from the University of Alicante, Spain, in 2017. He was also inducted to the IP Hall of Fame of the Intellectual Asset Management magazine in recognition of his significant contribution to intellectual property law and practice.

Kathi Vidal serves as the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office (USPTO) – America’s Innovation Agency. As the chief executive of the USPTO, she leads one of the largest intellectual property (IP) offices in the world, with more than 13,000 employees and an annual budget of nearly $4 billion. She is the principal IP advisor to the President and the Administration, through the Secretary of Commerce, and is focused on incentivizing and protecting U.S. innovation, entrepreneurship, and creativity, and helping American workers and businesses compete and collaborate, especially in key technology areas and across demographics. As Director of the USPTO, Vidal is working to expand Americaninnovation for and from all, including serving as the Vice Chair of the Council forInclusive Innovation(CI2), alongside Secretary of Commerce Gina M. Raimondo and the Council members; serving as a Co-Chair of the National Advisory Council on Innovation and Entrepreneurship (NACIE); and the Co-Founder, with the Secretary, of the Women’s Entrepreneurship (WE) initiative. She is also leading the agency's artificial intelligence (AI) efforts to ensure AI is used safely and responsibly to foster innovation and advance IP protection.

Prior to leading the USPTO, Director Vidal held top leadership positions at Winston & Strawn LLP and Fish & Richardson P.C. She has served a wide range of clients, from individual inventors and entrepreneurs, to some of our country’s most well-known and successful companies. Director Vidal holds bachelor’s and master’s degrees in electrical engineering, has five years of industry experience in manufacturing and design, and has deep technical expertise in a myriad of technologies, from consumer products to artificial intelligence. In her various roles, Director Vidal has received numerous accolades, created innovative initiatives and programs, and been recognized as a trailblazer and thought leader.

WIPO: Ms. Lisa Jorgenson, Deputy Director General (Patents and Technology)

Lisa Jorgenson serves as the Deputy Director General, Patents and Technology Sector at the World Intellectual Property Organization (WIPO) in Geneva, Switzerland which administers the Patent Cooperation Treaty. She also manages patent and technology legislative and policy advice and programs relating to the law of patents. She is the first female in this role and is one of three female Deputy Director Generals appointed on January 1, 2021. She was previously the Executive Director of the American Intellectual Property Law Association (AIPLA) and Group Vice President, Intellectual Property and Licensing, of STMicroelectronics. She has been designated as WIPO’s IP and Gender Champion, working on programs to increase the number of women engaged in intellectual property as well as science, technology, engineering, and math (STEM).

Christina Wainikka is Doctor of Law, specialized in intellectual property rights. She has an MBA in Leading Innovation from Stockholm School of Economics. In 1996 she founded Wainikkas Innovationsbyrå. Wainikka meets entrepreneurs within various areas and she believes, that the creative industries are of growing importance and the field consists of so many different types of operations. It is also closely linked to the development of the society, even more so than in other innovative businesses.

Mr. WAKASHIRO Shingo is an executive as well as a highly experienced professional in the field of Intellectual Property. He holds the position of Executive Officer of Panasonic Operational Excellence Co., Ltd., providing a wide range of highly professional solutions that meets customer need. Additionally, he serves as the President of Panasonic Intellectual Property Management Co., Ltd. specializing in intellectual property.

Mr. WAKASHIRO has also held executive positions with overseas IP department, including in the United States and Singapore. From 2010, he served as the Vice President of Panasonic IP Corporation of America, where he played a crucial role in overseeing the company's IP operations in the United States. From 2015, he assumed the position of General Manager, responsible for developing a comprehensive Global IP Strategy and Structure. During this period, he also served as the General Manager of Panasonic R&D in Singapore. Mr. WAKASHIRO contributes to the activities of Japan Intellectual Property Association (JIPA), where he serves as the Vice President.

Sal Anastasi is a patent attorney and chairs the firm’s Intellectual Property Practice Group. He counsels clients on all aspects of intellectual property, including domestic and international patent preparation and prosecution and intellectual property litigation. He prepares and prosecutes U.S. and international patent applications in the electrical and electromechanical arts including communication systems, control systems, optics, software, business methods and Internet-related technologies, and also prepares and prosecutes trademark applications. Sal litigates intellectual property matters and prepares licensing agreements, patentability, trademark, validity and infringement opinions.

Sal works with clients ranging in size from small family businesses to large, multi-national companies, in a wide variety of industries, including the automotive, electronics, communications, medical device, fiber optics, software, agriculture, machinery, manufacturing and tool industries, among others.

Prior to joining Barley Snyder, Sal was a patent attorney with The Whitaker Corporation/AMP and Tyco Electronics. In addition to his legal experience, Sal’s professional experience includes work as a practicing engineer in the electrical and electromechanical fields.

Daniel J. Staudt is Vice President and Chief IP Counsel of the Siemens Corporation’s Intellectual Property Department, covering all Intellectual Property legal matters for the Siemens North American Operating Companies. Mr. Staudt’s practice focuses upon managing all of Siemens Corporation IP attorneys and staff that manages all the Intellectual Property assets for Siemens and its affiliates. He is located at Siemens’ offices in Orlando, Florida. Previously, he was Chief Counsel for the IP operations in Munich, where he managed the group that covered IP issues for the Munich-based Siemens AG businesses and prior to that he was division IP counsel for the Siemen Energy Division’s US Business.

He received his undergraduate degree in Electronic Engineering and his Juris Doctor both from the University of Dayton in Dayton Ohio. Previous to his work at Siemens, Mr. Staudt was an Intellectual Property Attorney at Harris Corporation, now L3 Harris located in Melbourne, Florida, and as IP Counsel in patent law firms in the Midwest and Southern United States.

Mr. Staudt is a Past President (2020-2021) and sustaining board member of the Intellectual Property Owners Association. He is registered at the USPTO and is licensed in the states of Florida and Ohio.
