~ Evolving Approaches to IP Dispute resolution : Marking the 20th Anniversary of the IPHC ~

Launched in 2017, this program has brought together judges, attorneys, and other legal professionals from around the world to engage in mock trials and discussions on judicial decisions in IP disputes and recent IP developments. The symposium has consistently attracted a large number of participants as a forum for sharing the latest developments not only on Japan’s IP system but also on the systems and practices of other jurisdictions around the world. Marking the 20th anniversary of the IP High Court, this ninth symposium will feature discussions with distinguished guests from Europe, the United States, and Asia on key themes regarding IP dispute resolution.

We are pleased to announce that the Supreme Court of Japan, the Intellectual Property High Court (IPHC), the Ministry of Justice, the Japan Patent Office (JPO), the Japan Federation of Bar Associations, and the IP Lawyers Network will co-host the Judicial Symposium on Intellectual Property TOKYO 2025 (JSIP2025), under the theme Evolving Approaches to IP Dispute Resolution: Marking the 20th Anniversary of the IPHC.

Now being held for the ninth time, the symposium will bring together judges, attorneys-at-law, administrative patent judges, patent attorneys, and other relevant professionals from Japan, the United States, Europe, Korea, China, and ASEAN member states. As in previous years, the event will be conducted in a hybrid format, offering both in-person participation and live online streaming.

The symposium will open with a keynote address titled Twenty Years of the IP High Court and IP Administration, presented jointly by the Chief Judge of the IPHC and the Director-General of the JPO Trial and Appeal Department. This will be followed by a panel discussion on the topic International Trends in IP Fields and the Role of Specialized IP Courts, jointly organized by the hosts. The panel will include distinguished judges from Japan, the US, Europe, and Korea who are currently involved in the IP field, attorneys-at-law, the Director-General of the JPO Trial and Appeal Department, and patent attorneys. In this discussion, marking the 20th anniversary of the IPHC, judges from various countries will present developments in the field of IP over the past 20 years in their respective jurisdictions. Based on these presentations, participants will exchange views on the roles to be played by specialized IP courts and institutions.

On the second day—organized by the IPHC—the focus will turn to IP Justice in a Rapidly Changing Society. This session will provide the opportunity to hear the opinions of judges from abroad, as well as Japanese judges and attorneys-at-law, on the increasing need for specialization in IP litigation and the importance of grounding judicial decision-making in societal realities.

We are confident that this symposium will serve as a valuable forum for legal practitioners, industry professionals, and scholars involved in IP litigation. It offers a unique opportunity to gain insight into the latest developments in IP dispute resolution across Japan, the West, and Asia, and to deepen understanding of the role of the Japanese courts and IP-related judicial system in a rapidly evolving global landscape.

It is my great pleasure to extend my warm greetings on the occasion of the Judicial Symposium on Intellectual Property/TOKYO 2025 (JSIP2025).

This year’s symposium, held under the theme “Evolving Approaches to IP Dispute Resolution: Marking the 20th Anniversary of the Intellectual Property High Courts (IPHC)”, brings together distinguished practitioners with extensive expertise and experience in the field of intellectual property from Europe, the United States, the Republic of Korea, China and ASEAN countries. Over the course of two days, they will engage in wide-ranging discussions with their counterparts from Japan on IP dispute resolution.

The Ministry of Justice of Japan will host a session focusing on “Sharing Experiences on the Enforcement of Intellectual Property Rights Infringement Cases in ASEAN Countries and Japan”, in which practitioners from ASEAN countries will take part in panel discussions addressing two key topics: (1) Border Enforcement of Intellectual Property Rights Infringing Goods, and (2) Countermeasures against Internet-based Intellectual Property Rights Infringement. This program will serve as a valuable opportunity not only to enhance mutual understanding of the legal frameworks and enforcement practices across different jurisdictions, but also to provide legal professionals, business representatives and other stakeholders in Japan with up-to-date IP related information on developments in the region. We hope these discussions will lead to fruitful and constructive outcomes.

The Ministry of Justice of Japan has been actively strengthening its partnership with ASEAN. In the Joint Statement of the ASEAN-Japan Special Meeting of Justice Ministers held in July 2023, both sides affirmed their commitment to addressing issues in the field of law and justice — including IP dispute settlement— through close cooperation. As part of this initiative, we will host a follow-up seminar, “ASEAN-Japan Good Practice Seminar on Intellectual Property” on 22 October, 2025, inviting practitioners from ASEAN countries and Timor-Leste to share legal systems and good practices in IP dispute resolution, building upon the achievements of the Judicial Symposium on Intellectual Property 2023.

We regard both the symposium and the follow-up seminar as essential components of our ongoing cooperation with ASEAN in the field of intellectual property rights. Through these efforts, we hope to promote more effective administrative measures and enhance the ability of IP dispute resolution through fair judicial decisions in each participating country, thereby contributing significantly to the establishment of the rule of law across the region.

We sincerely hope many of you will join us for this important event, either in person or online.

As one of the hosting organizations, I am pleased to announce that the “Judicial Symposium on Intellectual Property/TOKYO 2025” will be held.

In June of this year, the World Intellectual Property Organization (WIPO) announced that since 2008, global investment in intangible assets has been increasing at more than three times the rate of investment in tangible assets. As a result, there is growing attention around the world on intellectual property (IP) and intangible assets as sources of competitiveness. For users involved in global business, it is becoming increasingly important to understand systems related to IP, trial and appeal systems, and IP judicial systems in various countries and regions.

In the keynote speech at this year’s symposium, we will focus not only on IP judicial systems but also on IP administration, looking back on the changes in initiatives over the past 20 years. Specifically, we will introduce initiatives to achieve the world’s fastest and utmost quality examinations at the Japan Patent Office (JPO), promotion of cooperation with IP-related organizations in various countries and regions, and support for innovation creation. In addition, in a panel discussion hosted by the JPO, we will discuss the patent invalidation and correction trial systems in various countries and regions, as well as proceedings on corrections in hypothetical cases. We hope that these programs will help the participants deepen understanding of IP administration and IP systems in Japan and other countries.

We also hope that this symposium will be a meaningful opportunity for all the participants to deepen their understanding of the latest developments in the trial and appeal systems and IP judicial systems in various countries and regions.

I am pleased to announce that the Japan Federation of Bar Associations will again this year be one of the hosts of the Judicial Symposium on Intellectual Property. The symposium, now in its ninth year, will provide a valuable opportunity to bring together legal practitioners and government officials involved on the front lines of intellectual property (IP) law from various countries, and to gain a deeper understanding of international IP dispute resolution and recent IP-related topics.

The theme of this year's symposium will be Evolving Approaches to IP Dispute Resolution: Marking the 20th Anniversary of the IPHC, and will feature a comprehensive program including lectures and discussions. In the same way as in previous years, the event will be conducted both in-person at the venue and online. I am confident that this will be a valuable opportunity for all participants.

This year marks the 20th anniversary of the establishment of the IPHC. This symposium provides a valuable opportunity to look back on the progress made over the past 20 years and to consider the future of IP litigation. Furthermore, in today's society where legal disputes over IP frequently occur across national borders, a deeper understanding of the legal systems of countries around the world is even more crucial in supporting their resolution. We anticipate that this symposium will serve as a platform for fostering such mutual understanding.

The Japan Federation of Bar Associations regards the enhancement of the user-friendliness and reliability of the civil justice system as one of its most important objectives. We are committed to actively continuing our efforts to implement the necessary initiatives to achieve that goal and support citizens and businesses.

We would be honored if this symposium serves as a platform for sharing the latest information on legal systems and practices related to IP worldwide, and as an opportunity to enhance mutual understanding.

The International Intellectual Property Judicial Symposium (JSIP), launched in 2017, marks its ninth iteration this year. This coincides with the 20th anniversary of the establishment of the Intellectual Property High Court in April 2005, a key milestone within Japan's judicial system reform.
In fact, the Intellectual Property Lawyers Network Japan (IPLN) was established in April 2005, concurrently with the founding of the Intellectual Property High Court. IPLN itself is one of the outcomes of the Japan Federation of Bar Associations' (JFBA) efforts to advance legal systems and legal services in the intellectual property field.

We are deeply honored to be part of this milestone 20th anniversary, and we wholeheartedly celebrate the holding of the “International Symposium on Intellectual Property Justice 2025” (JSIP2025).

Since its founding, IPLN has continued its diverse activities nationwide from Hokkaido to Okinawa and among members residing overseas. These include international symposiums, exchanges with overseas institutions, support for intellectual property consultation services in prefectures across Japan, legal support for agriculture, forestry, and fisheries, and anti-piracy measures.

As you know, in today's society, no activity is immune to global expansion. Global climate change, the Internet of Things (IoT), generative AI, and the advancement of Cyber-Physical Systems (CPS) are also remarkably evident. It seems we now need to foster a global mindset of Diversity & Inclusion (D&I), embrace the advancements in technology, and strengthen our resilience by adapting flexibly to change.

We believe it's important to collaborate across borders to find the best way to resolve intellectual property disputes quickly and fairly. That's why we've hosted and joined international symposiums. JSIP's role keeps growing as it fosters mutual understanding and cooperation between Japan and other countries' legal systems, reinforcing Japan's position as a supporter of the rule of law.

We genuinely hope this symposium is engaging and valuable for everyone attending, and that its insights are effectively applied in future judicial and adjudicative processes.
