The JPO/IPR Operational Patent Examination Training Program (OPET) was held in a hybrid format, meaning both online and in-person, from October 16 to December 8, 2023. A total of 20 participants from 12 countries completed the course, which was designed for patent examiners within IP offices who are responsible for the technical fields of pharmaceutical or electrical / electronic engineering.
This course was designed to foster knowledge on the part of examiners with leadership positions in specific technical fields. Lectures and exercises on patent examination practice, including reading descriptions, prior art searches, and determining patentability, were conducted in line with the patent examination flow. In addition, participants deepened their understanding regarding the practice of preparing International Search Reports (ISRs).
Trainees’ comments regarding the course included the following:
"Through online and face-to-face training, we were able to update our knowledge on patent applications related to electronic and electrical technologies. We were also able to acquire new techniques and strategies for examining patent applications from different perspectives."
"In order to adopt the method of substantive examination as practiced in Japan in our country, I am thinking of discussing this matter with my colleagues, especially regarding the judgment of inventive step."
