The Japan Patent Office (JPO) provided examiners of the Intellectual Property Office of the Philippines (IPOPHL) with a training program in the field of power machinery and renewable energy, as requested by IPOPHL, for four days in total, March 7 to 10, 2023.
A JPO International Training Instructor of The Global Patent Academy (GPA) with extensive practical experience in patent examinations served as instructor, and a JPO junior examiner assisted the instructor.
The JPO instructor was dispatched to IPOPHL for the first time in three years. The training program was conducted on a face-to-face basis. From IPOPHL, 17 patent examiners participated in the on-site training program and 13 patent examiners attended the program remotely.
Participants deepened their understanding of patent examination practices such as prior art searches and JPO's Multi-Factor Reasoning (MFR) criteria*1 for an inventive step through discussions and assigned tasks. Participants commented, “the lecture in the program is well prepared,” and “we feel easier at the face-to-face training to raise questions about what we cannot understand.”
The JPO will continue to provide cooperation in patent examination practices to examiners in Philippines and other emerging countries where further business expansion of Japan’s companies is expected, thereby supporting the development and strengthening of examination systems in those countries.
