- Evolving Approaches to IP Dispute resolution: Marking the 20th Anniversary of the IPHC -” Held

“Judicial Symposium on Intellectual Property / TOKYO 2025 - I Evolving Approaches to IP Dispute resolution: Marking the 20th Anniversary of the IPHC -” was held on Thursday, October 23 and Friday, October 24, 2025. It was co-hosted by the Japan Patent Office (JPO), the Supreme Court, the Intellectual Property High Court (IPHC), the Ministry of Justice, the Japan Federation of Bar Associations, and the Intellectual Property Lawyers Network Japan.
This symposium has been held annually since 2017 with the aim of deepening mutual understanding of judicial systems for intellectual property in participating countries.

In the plenary session of the program on Thursday, October 23, 2025, Mr. HONDA Tomonari, Chief Judge, IPHC and Mr. NONAKA Matsuo, Director-General, Trial and Appeal Department (TAD), the JPO, gave lectures on the theme of “Twenty Years of the IP High Court and IP Administration”.
Following the lectures, a panel was held by seven members: Mr. MASUDA Minoru, Presiding Judge, IPHC, Mr. NONAKA Matsuo, Director-General, TAD, the JPO, Ms. SAGARA Yuriko, Attorney at Law, Partner at Nakamura & Partners, Mr. KUROKAWA Megumu, Patent Attorney, Abe, Ikubo & Katayama, Mr. HAN Kyu-Hyun, Chief Judge, Intellectual Property High Court of Korea, Mr. Klaus GRABINSKI, President, UPC Court of Appeal, Mr. Raymond T. CHEN, Circuit Judge, U.S. Court of Appeals for the Federal Circuit. Mr. IWAI Naoyuki, Judge, IPHC moderated the panel discussion. They discussed the theme of “International Trends in IP Fields and the Role of Specialized IP Courts”.

In the Patent Office part of the program on Friday, October 24, 2025, after opening remarks by Mr. KASAI Yasuyuki, Commissioner of the JPO, a panel was held by five members: Ms. JIANG Xiaowei, Deputy Director, Reexamination and Invalidation Department, China National Intellectual Property Administration, Mr. Jean GESCHWIND, Chairman of Board of Appeal, Boards of Appeal, European Patent Office, Mr. MORIFUJI, Executive Chief Administrative Judge, TAD, JPO, Mr. KIM Ilgyu, Chief Administrative Patent Judge of Board 5, Intellectual Property Trial and Appeal Board, Ministry of Intellectual Property, Mr. Michael W. KIM, Vice Chief Administrative Patent Judge, Patent Trial and Appeal Board, United States Patent and Trademark Office. Mr. OHNISHI Shogo, Patent Attorney, KSI Partners Law & Patent Firm, moderated the panel discussion. They discussed the theme of “Trial for Invalidation” and “Correction”, etc. After that, they discussed practice in their office about correction based on a hypothetical case.
