This article is only for applicants who filed international applications under the PCT, with a receiving Office other than the JPO (RO/JP).
Applicants who make Demands for the international preliminary examination are required to pay the preliminary examination fee and the handling fee to the Japan Patent Office, in accordance with under PCT Rule 57 and 58.
Moreover applicants who are invited to pay the additional fee are required to pay it to the JPO, in accordance with under PCT Rule 40 and 68.
Please refer to “Schedule of PCT Fees at the JPO” in order to find the amount of the said fees that are required to be paid to the JPO.
Applicants may be entitled to a reduction to the handling fee. If reduced fees apply, the reduced amount should be indicated in the fee calculation sheet. Please see the URL below for more information on the applicability of 90% reduction in the handling fee.

The preliminary examination fee stipulated under PCT Rule 58, the handling fee according to under PCT Rule 57 and the additional fee stipulated under PCT Rule 40 and 68 are required to be paid in Japanese yen by bank transfer to the following bank account.
Please note that the JPO does not accept any payments made by credit cards or by checks.
The actual amount of the fees must be paid in full. This means that applicants must bear all additional charges such as bank fees, which could be charged by;

The preliminary examination fee, the handling fee and the additional fee may also be paid with Japanese patent revenue stamps, which, however, may be purchased only from post offices in Japan.
In addition to the remittance of the fee, applicants are required to submit (i) the payment confirmations, along with (ii) the necessary form (Word: 54KB), to the following address. Please note that payment confirmations could be bank remittance advices issued by banks. *The statement (Word: 28KB) can be accompanied if applicants pay the additional fees under protest stipulated the PCT Rule 40.2(c). * In the case of the reply to the “INVITATION TO PAY ADDITIONAL FEES (PCT/ISA/206 or PCT/IPEA/405)” or “INVITATION TO PAY PRESCRIBED FEES TOGETHER WITH LATE PAYMENT FEE(PCT/IPEA/440)”, please note that the submission of the payment confirmations and the necessary form should be completed prior to the one month from the date of mailing indicated to PCT/ISA/206, PCT/IPEA/405 and PCT/IPEA/440.

Refund of payment and of overpayment should be commenced upon request of the applicant. The applicant shall submit the necessary form (Word: 54KB) to JPO directly.
Refund should be remitted to the applicant in Japanese Yen. Any expenses required by the bank in connection with the remittance shall be borne by the applicant. Therefore the applicants are strongly recommended to consult with JPO before requesting for refund, since where the amount of refund is less than bank expenses, the applicant cannot receive any refunds.
